Job Description
Due to recent success in Costain being appointed as a Delivery Integration Partner by National Highways (NH) for delivery of the improvement of the Simister Island, we are looking to hire an Electrical Authorised Person. Electrical Authorised Person role will be site-based and working under the management of the Electrical Lead during construction phase of this contract.
The role will include supporting the M60 Framework in all aspects of Electrical delivery but specifically ensuring the requirements for Electrical Authorised Person are always followed on the Project.
Costain has been appointed as Delivery Integration Partner by National Highways (NH) for delivery of the £240m improvement of the Simister Island M60/M62/M66 interchange (M60 Junction 18), north of Manchester. As Delivery Integration Partner, Costain will overhaul the busy junction involving complex traffic management to keep tens of thousands of vehicles moving whilst construction takes place.
The works consist of:
- A new free flow ‘northern loop’ link road to take drivers directly from M60 eastbound to M60 southbound without exiting the motorway
- M66 mainline southbound widening and southbound slip road realignment to allow for construction of the northern loop
- A widened connector road from M60 northbound to M60 westbound – replacing the current single lane with two lanes
- Adding an extra lane in each direction on the M60 Junctions 17 to 18 (increasing from 4 to 5 lanes) while retaining the hard shoulders
- Upgrades to drainage, lighting, motorway technology, signage and signalling.

Responsibilities
Responsibilities
- Compliance with requirements for an Electrical Safety Operating Procedures as set out in OPS-H-1000 and Electrical Safety Appointments OPS-H-1002.
- Responsible for implementing, administering, and monitoring of the Costain Electrical Safety Operating Procedures
- Responsible for operating and maintaining LV electrical systems, responsible for the electrical safety of those systems and for the issuing and cancelling of Costain LV Electrical Safety Documents
- Assesses, reviews and appoints Skilled and competent Persons for defined work and maintains a register of Skilled and competent Person’s appointments including dates of appointment, the date the appointment is due to expire, details of training and training dates.
- Monitor the performance of all Skilled and Competent Persons. Monitoring is to be carried out continuously and is to include, visiting work sites, communicating on safety issues, review of training and works completed visiting switch rooms and electrical enclosures to ensure high standards of work.
- Prior to any electrical sub-contractor carrying out works on site, the Authorised Person shall review all LV electrical sub-contractors and the personal that will be working on site carrying out any works (Approval is by the AE)
- Responsible for detection, Identification and spiking of cables on site.
- Attending site meeting as required and contributing to the programme to ensure Electrical Works requirements and timescales are included.
- Co-ordination / Management of multiple contractors and other stakeholders, in particular those which incorporate element(s) of electrical works.
- Ensuring all electrical works are constructed and tested in accordance with the works information, regulations and standards.
- Reviewing and approving RAMs that include working with installation, commissioning, operating, and maintaining LV electrical systems. Contribution to ensure adherence to quality processes including ITPs, MARs, etc.
- Managing the strict adherence of project SHE processes and requirements at all times.
- Responsible for ensuring all records concerning low voltage electrical systems including contractor documents required for O&M and handover are kept up to date and are stored as per the project specification.
- Cooperate with the Authorising Engineer in matters of policy concerning low voltage systems.
- Undertaking audits on internal works and process’ and also audits on contractors. Audits will be completed in accordance with the Authorising Engineers requests.
- Prepare local operating procedures where requested by the AE and submit for the AE approval.
- Regularly visit all sites locations of responsibility to ensure safe operating procedures are being followed.
- Ensure all allocated training is completed by the due date, and any additional learning is requested through your line manager.
- Responsible for implementing and maintaining safe systems of work in accordance with Site Health and Safety Management procedures. This includes a regular assessment of new risks and hazards that may not be specifically covered by safety system documentation already in place
Knowledge, Skills, and Experience
- Be electrically qualified with a recognised electrical apprenticeship of training and or an industry recognised electrical qualification within the following ranges, Degree; HND/HNC; OND/ONC; BTech 4 or 3; City Guilds; NVQ at level III or above.
- The ability to manage and control tasks of a team and subcontractors.
- Be familiar with Highways equipment, systems and installations
- Have previous experience in the development, implementation, monitoring, administering, and auditing of electrical safe systems of work.
- Be conversant with electrical control documentation and application of Electrical Safety Operating Procedures.
- Have good knowledge of the IET Wiring Regulations and hold the current city and guilds level 3 award in the requirements for electrical installations BS 7671
- Hold a current ECS Electricians card
- First Aid certificate – 3-day
- Good written and oral communication skills.
- Experience of working in a highly collaborative and team orientated environment.
Desirable
- Have successfully completed an Authorised Persons training course within the last 3 years
Qualifications

- HND/HNC; OND/ONC; BTech 4 or 3; City&Guilds ; NVQ at level III or above.

- First Aid
- Have good knowledge of the IET Wiring Regulations and hold the current city and guilds level 3 award in the requirements for electrical installations BS 7671
- Hold a current 3 day first aid certificate
