Job Purpose:
Working within the Employment Relations and Reward Team (ER&R), this is a pivotal role at the heart of shaping our people policies, T&Cs of Employment, pay structures, reward frameworks, employee engagement initiatives and strategic improvement projects that align with our strategic goals and values to support fairness, operational delivery and a positive work environment.
To achieve this, you will lead and maintain effective industrial relations by working in close partnership with our recognised trade unions, wider HR colleagues, senior leaders and other stakeholders as required ensuring regular consultation and negotiation on ER&R related matters.
Responsibilities:
Responsibility for proactively reviewing, monitoring and developing HR policies products and services in consultation with Trade Union Partners and internal and external stakeholders, to ensure they are fair, inclusive, legally compliant, and aligned with business needs and Civil Service Management Code provisions
Preparing and planning for both general and specific reward (e.g. pay, allowances, benefits and recognition) and engagement interventions for the SPS including scoping, options appraisals, negotiation and implementation balancing risk, fairness and operational impact
Providing insight-driven advice and support to users to ensure consistency and effectiveness of ER&R products and services, identifying potential organisational risks and proposing solutions where appropriate
Support the formulation and preparation for the negotiation of strategic-level change initiatives with Trade Union Partners and internal stakeholders, including leading on HR projects where required to support the organisation’s strategic planning through workforce data insights and evidence-based decision-making.
Researching and preparing briefing papers and correspondence in relation to ER&R matters, including reports for Executive Management Group and Scottish Government and attending partnership meetings
Leading on the resolution of individual and collective disputes at national and local level developing the Management case for matters progressing to ACAS conciliation or arbitration.

Qualifications Requirements
Chartered Member of the Chartered Institute of Personnel & Development (CIPD) or eligible to achieving within a 12 month period. Essential
