This post is responsible for the development, delivery and implementation of training and monitoring of national and local guidance relating to safeguarding adults to ensure that the Trust systems and processes reflect these.

Oversight and scrutiny of Trust responses to S42 (Care Act, 2015) enquiries, liaising with adult social care to ensure good outcomes for patients and shared learning across the Trust is undertaken.

Oversight and scrutiny of legislation in relation to the Mental Capacity Act, Prevent and Modern Slavery in relation to safeguarding adults.

Main duties of the job

·  Provide highly developed specialist advice to Ashford and St Peter’s NHS Foundation Trust Hospitals, advising and supporting staff in the management of potential or actual adult abuse and protection of adults at risk of harm.

·  Ensure all policies and procedures relating to safeguarding adults are updated, implemented and adhered to.

·  To be involved in preparing reports and action plans in response to safeguarding adult reviews (SARs), national guidance and organisational reviews.

·  To support divisional staff, providing specialist expert advice and scrutiny to facilitate good quality reports in relation to Section 42 (Care Act 2015) enquiries.

·  To develop a proactive culture towards safeguarding and protecting adults at risk of harm, supporting staff to identify and escalate concerns.

·  Act as a liaison between the Trust and other local agencies, contributing to the adult safeguarding services across Surrey.

·  Responsible for developing appropriate content for all elements of specialist training in order to safeguard adults at risk of harm and abuse.

·  Undertake delivery of specialist training across all staff groups within the Trust.

·  Line management of the safeguarding adults clinical practice support worker and safeguarding adults and mental health act administrator.

Detailed job description and main responsibilities

The postholder will develop effective working relationships with:

·  Chief Nurse

·  Executive Directors

·  Deputy Chief Nurse

·  All Trust Staff

·  Divisional Managers/Service Managers

Clinical Commissioning Groups

·  Manage the safeguarding adults practice support worker and safeguarding adults and mental health act administrator.

·  The post holder will manage their own work within resources agreed with their line manager.

·  The post holder will work on their own initiative, planning, prioritising and organising their own workload. The post holder will have freedom to act autonomously to address safeguarding issues across the Trust within the remit of this role brief.

·  Initiate and where appropriate take lead responsibility for recognition and escalation of safeguarding concerns, providing highly developed specialist advice and support in relation to safeguarding.   

·  Actively support the implementation of the Surrey Safeguarding Adults Multi-Agency Policies and Procedures, ensuring ASPH policies are congruent, appropriate and robust.

·  Act as a highly developed specialist knowledge resource in safeguarding through the interpretation of legislation, government and local documents ensuring ASPH protocols and policies are appropriately updated.

·  Have a professional understanding of all legislation relating to adult safeguarding, including the Care Act (2015), the Mental Capacity Act (2005) including the 2019 update relating to deprivation of liberty and the Modern Slavery Act (2015).

·  To be involved in preparing reports and action plans in response to safeguarding adult reviews, national guidance and organisational reviews. Undertake initial information gathering in relation to care and practice issues to identify possible safeguarding concerns, utilising specialist knowledge to inform this process.

·  To analyse and interpret highly complex information reported, or contained within reports utilising the legal framework for safeguarding, ensuring that any areas of risk are immediately managed and escalated/reported as needed.

·  To capture and collate data in relation to all safeguarding adult team activity.

·  Undertake regular audits and analyse the results in order to inform practice and disseminate these findings with colleagues within the hospital and from other agencies as appropriate.

·  Access safeguarding supervision as agreed with the Trust.

·  To maintain the data collection spreadsheet and incorporate additional areas of data capture as required.

·  To contribute to bi-monthly safeguarding committee reports and other committee/Trust reports as required.

Qualifications and Further Training

Essential criteria
  • Registered Nurse (RMN/RGN/RNLD) OR Registered professional (HCPC – i.e. therapist/social worker)
  • Masters level degree or equivalent, demonstrable experience
Desirable criteria
  • Additional /professional qualification.
  • Leadership qualification

Experience

Essential criteria
  • Significant post-registration experience of working with adults at risk in different settings
  • Experience of audit/ evaluating clinical practice
Desirable criteria
  • Experience of working with patients/ clients to develop practice
